The highest official position a Magus can obtain is Magiarch. Each Magiarch oversees magical affairs and relations with the churches inside a defined territory, but no Magiarch may turn that authority into a larger united organization.

Highest office
The Magiarch is the ceiling of lawful magical authority
The office is usually held by the main Magus assigned to oversee the Magiarchy within a single territorial jurisdiction.
The office manages the local relationship between organized Magi and the churches that monitor and counterbalance them.
A Magiarch and the Magi aligned with them become a political actor with interests, allies, rivals, and local pressures.
Authority is requested, judged, or won
Several methods are known, and some carry far more respect than others.
- 01Formal application
A Magus with a substantial network, friendships, and connections submits a claim to the Church. Church approval gives the office its ordinary seal of legitimacy.
- 02Contested decision
When several candidates possess credible claims, church authorities and respected Magiarchs from other jurisdictions may share the decision.
- 03Fitness contest
A deadlock may be settled through a duel or another controlled competition intended to measure fitness for the office.
- 04Sanctioned war
The radical path permits rival Magi to fight to the death under Church supervision. Innocents cannot be harmed, and the existence of magic must remain hidden from the wider world.

One district
A large country may be divided into several Magiarchates. Each governs its own district independently, with no national magical superior.

Magiarchs are explicitly forbidden from uniting into a larger organization. Their lawful authority stops with their territory.
Organized across borders
The churches retain cross-national organization, giving them a wider structure that counterbalances the concentrated power of Magi.
Relations without a sovereign
Magiarchates exist in an anarchic order
There is no lawful authority above the Magiarchs capable of reliably settling disputes between them.
Anarchy here does not mean constant chaos. It means the absence of a superior power that can compel every Magiarchate to obey.
Each faction must judge threats and protect its own position.
Cooperation depends on interest, trust, and temporary alignment.
Competing aims can produce pressure resembling conflict between states.
No Magiarch can be certain how another faction will use its power.

A Magus is treated as a criminal when they belong to no territorial jurisdiction and practice outside church supervision or permission.

Ancient pagan traditions
The Cult of Inanna and other ancient pagan cults and religions play an important role in magic. These traditions are intrinsic to the Magi world and distinct from official Church doctrine. Fionn's lineage has maintained its association with the Cult for three thousand years. Lynleit inherits that association without directly participating. Father Mikhail knows the lineage's history of covenants and the political importance of intimacy within that tradition.
