Magical governance framework

Territorial order

Territorial magical order

A hierarchy that
ends at the border

The highest official position a Magus can obtain is Magiarch. Each Magiarch oversees magical affairs and relations with the churches inside a defined territory, but no Magiarch may turn that authority into a larger united organization.

Highest office

The Magiarch is the ceiling of lawful magical authority

OFFICIAL APEXMagiarch

The office is usually held by the main Magus assigned to oversee the Magiarchy within a single territorial jurisdiction.

01
Territorial oversight

Each Magiarch holds authority within a defined country or district. No universal magical hierarchy exists above them.

02
Church relations

The office manages the local relationship between organized Magi and the churches that monitor and counterbalance them.

03
Factional leadership

A Magiarch and the Magi aligned with them become a political actor with interests, allies, rivals, and local pressures.

RECOGNITION PROCESS

Authority is requested, judged, or won

Several methods are known, and some carry far more respect than others.

  1. 01
    Formal application

A Magus with a substantial network, friendships, and connections submits a claim to the Church. Church approval gives the office its ordinary seal of legitimacy.

  2. 02
    Contested decision

When several candidates possess credible claims, church authorities and respected Magiarchs from other jurisdictions may share the decision.

  3. 03
    Fitness contest

A deadlock may be settled through a duel or another controlled competition intended to measure fitness for the office.

  4. 04
    Sanctioned war

The radical path permits rival Magi to fight to the death under Church supervision. Innocents cannot be harmed, and the existence of magic must remain hidden from the wider world.

02

Territorial scale

Jurisdiction follows practical size

COMMON MODEL

One country

A single Magiarch may oversee the whole territory when its size and magical population can be managed as one jurisdiction.

LARGER TERRITORY

One district

A large country may be divided into several Magiarchates. Each governs its own district independently, with no national magical superior.

03

Structural counterbalance

Magiarchal power is fragmented because the churches are not

MAGIARCHATES

Territorial and separate

Magiarchs are explicitly forbidden from uniting into a larger organization. Their lawful authority stops with their territory.

CHURCHES

Organized across borders

The churches retain cross-national organization, giving them a wider structure that counterbalances the concentrated power of Magi.

04

Relations without a sovereign

Magiarchates exist in an anarchic order

NO HIGHER MAGICAL GOVERNMENT
There is no lawful authority above the Magiarchs capable of reliably settling disputes between them.

Anarchy here does not mean constant chaos. It means the absence of a superior power that can compel every Magiarchate to obey.

01Self-preservation

Each faction must judge threats and protect its own position.

02Alliance

Cooperation depends on interest, trust, and temporary alignment.

03Rivalry

Competing aims can produce pressure resembling conflict between states.

04Uncertainty

No Magiarch can be certain how another faction will use its power.

05

Outside the sanctioned order

A Magus without jurisdiction becomes a common enemy

CRIMINAL STATUSUnbound and unsanctioned

A Magus is treated as a criminal when they belong to no territorial jurisdiction and practice outside church supervision or permission.

  1. 01
    No jurisdiction

The Magus does not belong to a recognized Magiarchate.

  2. 02
    No church sanction

Their practice proceeds without church supervision or permission.

CHURCH RESPONSE

Special envoys

The churches use their covert operatives to identify, pursue, and suppress Magi outside the sanctioned order.

MAGIARCH RESPONSE

Territorial resources

The responsible Magiarch is expected to use the resources under their authority to hunt the same offender.

06

Succession after Fionn

The Magiarchate passes to Lynleit

NARVEALynleit

After Fionn's death, his biological daughter eventually inherits the Magiarchate as Narvea's new Magiarch. During her later absence, Kyrien carries the directorate in her absence. The two heirs divide the offices Fionn once held together.

07

Religion among the Magi

Ancient pagan traditions

PAGAN CULT

Cult of Inanna

Doom Has an Address

The Cult of Inanna and other ancient pagan cults and religions play an important role in magic. These traditions are intrinsic to the Magi world and distinct from official Church doctrine. Fionn's lineage has maintained its association with the Cult for three thousand years. Lynleit inherits that association without directly participating. Father Mikhail knows the lineage's history of covenants and the political importance of intimacy within that tradition.
